NOONOMY AND NOOSPHERE: INTERRELATION AND DIFFERENCES OF CONCEPTS

Open Abstract Close Abstract A starting point for the development of the noonomy theory was the concept of the noosphere. However, originally this concept did not revealed issues concerning the conditions and laws of the formation of the planetary "mind realms", which this concept deals with. The development of the theory of noonomy helps to fill this gap. This theory gives a clue to realise what conditions material production puts the human mind forward to the role of a decisive factor in production, and at the same time – a decisive factor in the development of the shell of our planet. Such characteristics are gained by the mind not initially, but only at a certain stage of the development of production, when it becomes possible to abandon economic rationality and subordinate human activity to the criteria of reason and culture.

Open Abstract Close Abstract The article analyses the main provisions of the “Public policy framework for strategic planning”. The premise of the document was the intention to fill in those obvious gaps and ambiguities of the Federal law No.172 on strategic planning in the Russian Federation. The adoption of the “Public policy framework for strategic planning" was preceded by extensive work by a number of scientific communities and the expert community as a whole. However, as it is shown in the article, the final version of the document significantly diverged from the preliminary developments. The final version of the “Public policy framework for strategic planning" is in conflict with Federal law No.172, including a number of significant provisions. The most important point is the document does not contains clear ideas on the target function of the law and concrete ideas to revise the practice of strategic planning in the country.

Open Abstract Close Abstract The article presents comprehensive analysis of macro economic security research abroad, including the methods to ensure effective competition, to reduce development risks, to regulate global risks, as well as other theoretical and practical problems of the subject. An analysis of the COVID-19 pandemic impact on the research topics and emphasis in the realm of economic security is presented. There is a recent trend to develop new approaches in investigating these issues, including the topic of "societal security". Particular attention to the methods to regulate the social aspects of economic security through financial and legal mechanisms is paid.

Open Abstract Close Abstract The problem of the development of a smart city and territory is investigated, differences between smart and regular ones are identified. It is shown that the existence of a structural gap in the development of urban and rural areas will affect the level of spread of digital and intelligent technologies. It is justified that it is possible to distinguish between a smart and non-smart object depending on the magnitude of dysfunction of the basic functions of a smart city and territory. A model of a modern urban economy is elaborated. Along an industrial or service core it also includes at least two periphery areas (a housing and communal complex and an agrarian belt around the urban territory). The essential features of the spread of smart city technologies depending on the structure of the urban economy, the state of the information infrastructure and resources (determined by per capita product/income) has been identified. This builds up the potential for the deployment of appropriate management technologies and urban logistics. In the perspective, the scale of the spread of a smart city and territory should be investigated, depending on product per capita, technological effectiveness and level of dysfunction.

Open Abstract Close Abstract This work continues a series of studies on innovative development of the regions of the Russian Federation. A comparative analysis of the aggregated index of innovative development of regions in 2008, 2012 and 2019 was conducted on the basis of the author’s methodology. The same set of indicators and the same years are purposely used in the study. It was shown that the aggregated index for the Russian Federation for 2019 did not increase vs the one for 2008. At the same time, it is highlighted that the convergence of the regional indices is not only due to the growth of the index in lagging regions, but also as a result of its decline in the advanced ones.

The results of capital stock investments to agro-food industries, as well as the transformation of the institutional conditions for investment attraction, are investigated. It is shown that technical modernization of durable assets is a condition to meet the needs of the domestic agri-food market, as well as the expansion of food exports.

CONSEQUENCES OF HOUSEHOLD DEPOSIT INCOME TAXATION CHANGES: RESULTS OF 2020–2021

Open Abstract Close Abstract In the first half of 2020, deposit income taxation changes were announced from 01.01.2021, which led to a decrease in the attractiveness of ruble bank deposits for individuals, including relatively to foreign currency. The purpose of this study is to assess the impact of changes in taxation on the dynamics of ruble and foreign currency deposits of households. The research is based on such scientific methods as analysis, synthesis, longitudinal method, descriptive and regression analysis. In accordance with the results obtained, the outflow of ruble deposits due to tax changes amounted to about 0,50–0,66% per month for the period from May 2020 to November 2021 (significantly at the 5% level). For the entire specified period, this amounts to about 2,9 trillion rubles, or 2,8% of GDP. At the same time, there were foreign currency deposits inflows in the amount of about 0,15–0,30% per month. For the specified period, this corresponds to about 0,24 trillion rubles, or 0,23% of GDP. There are also reasons to believe that the phenomena will also be observed in the second half of 2022, as we approach the deadline for fulfilling personal income tax obligations for 2021. At the level of the economy as a whole, the flow of ruble deposits into foreign currency deposits, as well as the withdrawal of funds from ruble deposits in order to increase current consumption, can have a negative impact on the availability of financial resources for companies with ruble denominated revenue streams.

Open Abstract Close Abstract The article is devoted to the analysis of the state and efficiency of Chinese companies' investments in the energy industry of modern Russia. The analysis shows that the energy cooperation between Russia and China can be characterized as a strategic and mutually beneficial. However, it faces factors that limit Sino-Russian relations from both sides. China constraining factors include the low competitiveness of Chinese enterprises, China's lack of experience in energy diplomacy, and unimproved policy of the Chinese government to stimulate companies entering the world market. Russia constraining factors are the lack of stability of the relevant Russian laws and regulations, tax policy, restrictions on foreign employees, the high corruption level, etc. The author proposes to improve the investment energy cooperation between Russia and China in several directions. These directions imply strengthening political mutual trust between the counties, expanding the degree of Russia's openness, implementation of the policy "going outside and attracting foreign"; improvements of laws and regulations that optimize the business environment in Russia; intensifying efforts to combat corruption, protection of the legitimate rights and interests of investors, etc.
