Abstract

One of the key issues of spatial development at the present stage is to ensure the balanced development of Russian territories. The article examines current problems of municipal development in the Russian Federation taking into account the principles laid down in the concept of local governance as one of the components of the modern public authority system. The history and meaningful analysis of the concept are given, the key problems are identified, on the solution of which, in accordance with this concept, the implementation of the goals of the spatial policy of our country largely depends. Based on the use of stakeholder concepts and institutional proximity, the practice of municipal strategizing is evaluated.
