CENTRAL ASIAN COUNTRIES IN THE PROCESSES OF INTERNATIONAL REGIONALIZATION

Open Abstract Close Abstract The intra-continental situation of the Central Asian countries (CA) hinders the development of foreign economic relations. Nevertheless, the Central Asian countries are striving to use the available opportunities and, in particular, their geo-economic position to expand foreign economic relations in order to develop the national economy. The article examines the dynamics of trade relations of the Central Asian countries in the context of their involvement in the processes of regionalization of preferential and non-preferential (project-credit) type. The parallel participation of Central Asian countries in the EAEU, the CIS FTA, which ensures freedom of trade, and in the Silk Road Economic Belt, which improves its transport and logistics conditions, contributes to the development of Central Asian countries, increasing their interaction, turning into a dynamic region of Eurasia. The experience of combining different models of regionalization in the Central Asian space can be useful in practical work on the creation of a Large Eurasian Partnership.

Open Abstract Close Abstract The article deals with the COVID-19 pandemic impact on the industry of Central-Eastern and South-Eastern European countries in 2020-2021. The authors analyze the features of the active phase of the crisis, recovery growth and aftershocks in the industrial production of the given countries, and also determine the internal and external factors of strengthening the intra-regional heterogeneity of industrial systems and differentiation in the development trajectories of individual industries. The particular attention is paid to the participation of industrial enterprises of the CEE and SEE countries in the processes of global value chains transformation, triggered by the implementation of TNC strategies to increase their resilience. On the example of several industries (automotive, electronics, chemicals and pharmaceuticals manufacturing) the authors describe the differences in the nature of the “coronacrisis” impact on production activity and show the main risks for national companies due to the policy of “European industrial autonomy” (including those related to changing positions of given companies in production chains, backshoring and other forms of industrial relocation, ensuring the stability of supplies of raw materials and components).

WORLD MARKET IMPACT ON DOMESTIC GRAIN PRICES IN RUSSIA

Open Abstract Close Abstract A quantitative analysis of wheat prices on the Russian domestic market is carried out in the paper to identify the key factors that influence their dynamics. The constructed linear regression model demonstrates the decisive but not exclusive influence of US wheat export prices on the prices of the Russian domestic market, as well as significant impact of grain reserves on Russian market participants and dynamics of this indicator. It is concluded that it is possible to expand grain interventions to influence grain stocks as part of the state policy of curbing price growth in the domestic market. A comparison of the geographical structure of wheat exports from Russia and from the United States, whose markets hardly overlap, led to the conclusion that it is possible to establish an independent pricing center in Russia.

Open Abstract Close Abstract The article discusses the methodological agenda relevant to modern economic theory, political science, social research, and Russian management practice. The subject of the discussion is the transformation of the public administration system, the formation of a public administration concept that is adequate to modern trends in social development and the long-term goals of the new economic policy. The paper reveals the content of public administration as a socio-economic and legal category, presents methodological approaches to the implementation of the principles and methods of publicity in the sphere of public administration. Based on the study of the modern regulatory framework of federal and municipal administration, the authors summarize the existing institutional prerequisites for the formation of a public administration as a public-state management system, the consolidation of concepts related to public administration in the legal space. The necessity of further interdisciplinary research for the development of the concept of public administration is substantiated.

ROLE OF THE QUALITY OF MANAGEMENT DECISIONS IN ENSURING THE QUALITY OF STATE GOVERNANCE

Open Abstract Close Abstract In the practice of state governance, the criterion for the success of management is usually effectiveness - the achievement of planned values of a certain set of indicators, which are usually considered as the goal of management. However, the planned values of indicators (operational management goals) are themselves the result of making some managerial decision and, as practice shows, such a decision may be suboptimal or even erroneous (and as a result of achieving the target values of indicators, the situation may not improve, but even worsen, and the task or existing problem will be unsolved). It is shown that the criterion for the quality of management decisions are strategic (qualitative long-term) management goals, if they correspond to the purpose of the organization or institute. The example of the management of state programs (and, in particular, the support for the automotive industry in the state program "Development of Industry and Increasing its Competitiveness") illustrates how low quality of management decisions in state governance can recognized as highly effective implementation of state programs while the Russian passenger automotive industry remains not only undeveloped and practically not competitive. Moreover, the situation of recent months discovered that it is almost unviable.

ASSESSMENT OF THE ROLE OF CROSS-SUBSIDIZATION IN THE STATE TARIFF POLICY FORMATION IN THE POWER GRID

Open Abstract Close Abstract The key task of the power sector strategic documents is to increase the efficiency of the electric grid enterprises, including by addressing the problems of reducing cross-subsidization between consumer groups. Cross-subsidization in the power sector is an artificial annual surcharge to an economically justified tariffs. It is established administratively to lower the level of tariffs for the household. Reducing cross-subsidizing in power transmission tariffs can reduce the risks of price discrimination for a whole group of consumers (primarily industry and business), which should have a positive impact on the financial situation of energy-intensive enterprises. The main purpose of the article is to assess the prospects and opportunities for reducing the volume of cross-subsidization. The volume of cross-subsidization and its impact on consumers are also analyzed. The issues of practical application of cross-subsidization in Russian practice are revealed. In conclusion, the measures to improve the current state tariff policy in the power grid complex are suggested.

The results of calculations of indicators characterizing the current structure and sectoral proportions of the national economy are presented. The tasks of adjustment of the concept and practice of management of structural transformations to achieve national development goals by 2030 under increasing sanctions pressure on the country's economy are substantiated.

Open Abstract Close Abstract The federal budget plays an important role in the economy of our country. However, its consumption structure is affected by pronounced disparities in its spatial development. Regression analysis of the dependence of the size of budget items on the degree of heterogeneity of the Russian economic space is carried out. It is found out that the factor reduces the share of expenditure on social policy and on the servicing of public and municipal debt, and has a certain negative impact on the share of national defense spending.
