ECONOMICS OF CULTURAL HERITAGE IN RUSSIA: FEATURES AND CONTRADICTIONS

Open Abstract Close Abstract The article focuses on the financial aspects of cultural heritage preservation in Russia. The amount of public funding is investigated, detailing the levels of the budgetary system, the regional context, and the expenditures by type of work. The main measures and mechanisms for attracting private funds into the sphere of cultural heritage preservation in current legislation are analyzed, the features and contradictions of their application in practice are revealed. Particular attention is paid to analysis of federal and regional initiatives for privatization or leasing of cultural heritage objects under condition of their restoration and revitalization (under the programs "Green corridor", "Revival of historical estates", "One ruble per square meter", "Moscow region estates", "Cultural heritage in good hands", etc.). The analysis shows that the existing initiatives cannot be regarded as generally successful, and some accomplished projects indicate no systematic state support. This is largely due to the lack of a coherent system of cultural heritage management in Russia, which often results in unfriendly management decisions in the field of historical and cultural heritage preservation.

Open Abstract Close Abstract The article is devoted to the analysis of the impact of anti-Russia sanctions on the global commodity markets and Russia's exports in 2022. Based on the analysis of the specifics of the impact of the sanctions regime on the price level on global commodity markets, taking into account the role of Russia as a leading exporter of raw materials, the author substantiates the existence of an effect called the "big country trap" for sanctions. The influence of this effect on Russian exports is considered. The conclusion about the resistance of domestic exports to the current sanctions regime in 2022 is made. The risks for the development of domestic exports in the short and medium term are analyzed. Proposals regarding the implementation of a set of measures aimed at countering the negative impact of the sanctions regime on Russia's exports are formulated.

Open Abstract Close Abstract The article analyzes the sanctions regime against Russia, its system effects and macroeconomic results. Destabilizing impact of sanctions shocks on the Russian economy and three resistance policies (counter-sanctions, circumventing sanctions and compensating sanctions) are considered. Three scenarios of adaptation policy to the sanctions stress: (“more market” scenario, mobilization scenario, and scenario of “self-sufficiency state capitalism”) are outlined. Objective limitations of the adaptation maneuver are demonstrated, it is concluded that none of the adaptation policy directions helps the economy to quickly recover to the pre-sanction level.

Open Abstract Close Abstract The development of the pharmaceutical industry is one of the priorities of the state policy of import substitution. In the context of increasing sanctions pressure on Russia, the main goal of import substitution is gaining independence from imports. It includes both import of raw materials and substances (active pharmaceutical ingredients) used in production of medicines, and production technologies and equipment. The author analyzes the strategic priorities, tools and results of the current state policy of import substitution. An attention is focused on the challenges caused by international sanctions policy including the economic and technological restrictions imposed against Russia, and its impact on the development of the Russian pharmaceutical industry.

Open Abstract Close Abstract The article analyzes the dynamics of the formation of labor resources in the Russian Federation during the post-Soviet period. The factors determining the potential volume of labor resources are considered. The peculiarities of the situation on the Russian labor market in the conditions of increasing sanctions pressure on Russia are shown. The dependences between changes in the number of labor force, which quantitatively reflects the supply of labor, and the pace of economic development are revealed. The possibilities and limitations of accelerating economic growth due to changes in the supply of labor are identified.

Open Abstract Close Abstract The article considers external and internal factors that determine the functioning of both the economy itself and the state administration system in the current conditions. The possible directions of their impact on the instruments and mechanisms of state administration that are being transformed under the influence of new geopolitical and economic conditions are analyzed. The investigation focused on those instruments and mechanisms, which were practically ineffective before but give a positive result in the current changed institutional environment. New tools and mechanisms of state support of industry are considered (mostly vs the tools of support of Moscow industry used before). The article emphasizes that the current positive results should nor deny and cancel the need for the long-term targets of state administration. It is urgent to use new governance methods and not to “drive” the Russian economy into the trap of solving immediate tasks and problems ignoring long-term goals.

Open Abstract Close Abstract The review of the main directions of the implementation of the technological tools of the metaverse, prepared by the author on the basis of the available empirical material, is presented. The relevance of the topic is due to the ongoing changes in the global economy, the widespread introduction of information and communication technologies, as well as the high interest of the scientific and expert community in the use of metaverse technologies. Methods of statistical and comparative analysis of data from Russian and foreign scientific sources, as well as current and forecast statistics from leading consulting, rating and analytical agencies (Statista, Bloomberg Intelligence, McKinsey, Emergenresearch) are used. The result of this study is the proof of the existence of a wide range of opportunities when using the tools of the metaverse in various areas of human activity (professional, educational, social, entertainment, etc.). The article emphasizes the need for further research in this area. In conclusion, the author notes that the metaverse market, despite the initial stage of its development, is able to provide users with unique opportunities that will significantly increase the audience of potential consumers of these innovative technologies.

Open Abstract Close Abstract The paper analyzes the changes occurring under the influence of anti-Russian sanctions in the system of trade, financial and migration relations within the framework of the EAEU. The consequences of sanctions for the national economies of the member countries and for the processes of Eurasian integration are assessed. It was revealed that the economies of Armenia and Kyrgyzstan have benefited the most from the intensification of trade and economic ties with Russia. Intensifying the trade and intermediary functions of the countries of the region to ensure Russia's foreign economic relations against the backdrop of business relocation and labor emigration from the Russian Federation to the EAEU countries leads to offshorization of integration. The paper shows that in the current conditions, anti-Russian sanctions have intensified the processes of formal Eurasian integration. Taking into account the remaining risks of cooperation, the key recommendations for strengthening the interaction of the countries of the region in the long term are formulated.

Open Abstract Close Abstract The subject of the work is the energy policy of the new government coalition of Germany. It based mainly on non-market factors: the so-called "green" agenda dominated at the first stage, and then, after the special military operation started, political imperatives prevail. It is shown that the EU sanctions have led to the destruction of Germany's traditional cooperation with Russia in the energy sector: a radical reduction in Russian oil, coal and gas supplies. Switching to other sources and to other ways of gas and oil transporting takes time. To date it has led to a significant increase in the cost of energy resources in Germany. This has an extremely negative impact on the German economy, the curtailment of energyintensive industries there: many companies are threatened with ruin, while others attempt to transfer production to the not sanctioned countries. The energy crisis and inflation impose a heavy burden on households.

Open Abstract Close Abstract The article presents an overview of the VI Political Economic Congress «Economic Theories of the 21st Century: the Potential for Development and Solution to Practical Problems» (MPEK-2022) held on May 17–19, 2022 as a part of the Moscow Academic Forum (МАEF-2022) at the Faculty of Economics of Lomonosov Moscow State University. A feature of the congress was the discussion of the role and place of various areas of economic theory and their potential in the context of a sharp aggravation of global problems and global economic threats. A need to revise the economic and theoretical approaches to development was a concern in the participants speeches, as well as the importance of theoretical research in the field of political economy and the relevance of adjusting the process of teaching economic theories in universities.
